- Schedule 1 sets the Basic Customer Charge at $14.40 per billing month, with energy at 12.1533 cents per kWh from June to September and 10.5123 cents from October to May. Section II.E then says plainly: "The minimum charge shall be the Basic Customer Charge in II.A. above." There is no $22 or $28 minimum bill here and no charge on your nameplate, because Dominion is not on the Duke riders. Dominion’s own net metering page puts the same point in customer language: "even if a credit is issued, the customer will still receive a bill each month with basic monthly charges."
