Full retail in kilowatt hours; spring surplus paid at the supply rate
Condiciones publicadasDelmarva’s Rider “NEM” changes only the per-kilowatt-hour parts of the bill; the Customer Charge is not touched. In a month you send the grid more than you take, Delmarva takes ownership of the surplus, you pay the greater of the customer and other non-energy charges or the monthly minimum, and the surplus carries forward in kilowatt hours. By default the bank is settled after the April billing cycle; on Standard Offer Service it is valued at the Supply Capacity, Energy and Ancillary Rates portion of the rate you would have been charged, averaged over the previous twelve months.
- Mes a mes
- Kilowatt hours carry forward to the April billing cycle, or indefinitely if you elect it in writing or on a form accepted by the Commission.
- Una vez al año
- Paid on or before 30 days after the April billing cycle; a payment under $25 may come as a bill credit. On a supplier, the electricity supply service portion of the supplier’s rate, if Delmarva knows it.

Maryland’s full retail rate net metering closes to new customers at the earlier of a 3,000 MW statewide cap or 1 July 2027, under HB 1532. The Public Service Commission’s 2025 report found half the cap already used as of June 2025 and expects the pipeline to exceed it, so the cap may well arrive before the date. Systems connected before then keep the current terms until they are decommissioned, expanded, repowered or re-interconnected. New customers after that go into a successor program the legislature requires to pay less.
Lo que su instalador debería estar diciéndole
On a time-of-use schedule (R-TOU-ND, R-TOU-P or R-PIV) the rider nets each time-of-use period separately instead of the month’s total energy. The system may not exceed 200 percent of your previous twelve months of use, measured when you install or upgrade; without twelve months of history the baseline may be estimated by a method subject to Commission approval. If you elect to accrue indefinitely you may revert to the default once in each twelve-month period counted from that election; revert before 31 December and the balance is paid within 30 days after the April billing cycle of the following year. Bill credits and payments under the rider do not offset charges under Rider MCAM-S, through which Delmarva recovers the cost of any work to extend or modify its system to accommodate your generator. Confirm with your utility how much of the 3,000 MW statewide cap remains before you plan around the 1 July 2027 date in HB 1532; the rider is available first come, first served only while the statewide total stays under 3,000 MW.

- Service Classification Residential "R" sets the Customer Charge in three annual steps and the current one is Rate Year 3, effective 1 January 2025 with no end date: $9.43 a month, with kilowatt hours at $0.071482 summer and winter on top of it. The earlier columns on the same leaf read $8.96 and $9.19 and are 2023 and 2024. Maryland is deregulated: this is delivery only and supply is billed separately.
