Battery backup is mandatory
in Liberty territory.
Liberty does not credit the power you send back at the rate it charges you to take it.
That does not make solar a bad idea in Liberty territory. It changes what you should build. When exports are worth a fraction of retail the credit stops being the return, and the job becomes using more of your own production inside the house, which usually means a larger array than a one for one utility would need.
Sizing is where that gets decided, so ask about it directly. New Hampshire limits residential and small commercial systems to 100 kW AC, far above what a house needs, and credits at about 85% of retail. The binding constraint is your own usage, not the rule. Liberty sets its own limits. Ask Liberty what it allows before you accept that a bigger system is off the table.
A battery then does two separate jobs. It moves daytime production into the evening so you use it instead of selling it, and it keeps the house running when the grid goes down. That second job is not a bonus. Panels on their own shut off in an outage, by design, so a roof full of them powers nothing during a storm. That is the part we will not refer around.
So we treat it as a requirement, not an upgrade. We will not refer you for a panels-only system in Liberty territory, and you should be skeptical of anyone who quotes you one without raising storage first.

- Under Docket DE 16-576 the residential net metering credit is 100% of the supply component, plus 100% of transmission, plus 25% of distribution. You can check it against your own bill line by line.
- That comes out around 84 to 85% of retail
- Reported values are about 21 cents per kWh at Eversource against a roughly 25 cent retail rate, and about 22 cents at Unitil against roughly 26 cents.
- It is locked until 1 January 2041
- The formula holds through that date, so a system connected today has a defined credit structure for fifteen years and more. Very few states offer that much certainty.
- 100 kW AC is the residential ceiling
- Far above what a house needs, so New Hampshire’s rule is not what limits your system.
- Ask for the three components separately
- Because the credit is built from supply, transmission and distribution, you can verify a quote by reading those three lines off your own bill. Very few states let you check the arithmetic yourself.
