Mon Power does not credit the power you send back at the rate it charges you to take it.

That does not make solar a bad idea in Mon Power territory. It changes what you should build. When exports are worth a fraction of retail the credit stops being the return, and the job becomes using more of your own production inside the house, which usually means a larger array than a one for one utility would need.

Sizing is where that gets decided, so ask about it directly. West Virginia’s two utility families pay very differently, and Appalachian Power’s better rate closed to new applications in March 2026, so the design question here starts with which company and which application date. Mon Power sets its own limits. Ask Mon Power what it allows before you accept that a bigger system is off the table.

A battery then does two separate jobs. It moves daytime production into the evening so you use it instead of selling it, and it keeps the house running when the grid goes down. That second job is not a bonus. Panels on their own shut off in an outage, by design, so a roof full of them powers nothing during a storm. That is the part we will not refer around.

So we treat it as a requirement, not an upgrade. We will not refer you for a panels-only system in Mon Power territory, and you should be skeptical of anyone who quotes you one without raising storage first.

What Mon Power bills you anyway

In a month when your production covers everything you use, the energy charge can reach zero. This does not. It is the floor under every bill, and it is the number that decides whether a system pays for itself.

How it is set
Residential Service Rate Schedule “A” sets a Customer Charge of $6.00 a month and says “The Customer Charge shall be the minimum bill.” Energy is 12.023 cents a kilowatt hour, effective 1 August 2026, before the environmental control charges and the vegetation management surcharge, and a local tax surcharge where a municipality levies one. For solar, the Net Energy Metering Rider splits customers by date. Customer-generators existing on 31 December 2024, or residential customers who applied by then and were complete by 31 December 2025, keep one for one netting at the full retail rate for 25 years from 1 January 2025, with the rule that “Rate credits shall not be applied to reduce any fixed monthly minimum bill, customer charge”. Everyone else is on gross metering: every kilowatt hour imported is billed at the residential rate and every one exported is credited at 9.343 cents, a rate the tariff holds only “through December 31, 2026”. Residential net metering is capped at 0.5% of the company’s peak load, and a battery added behind the meter does not count against a system’s capacity limit if it does not run in parallel with the panels or export beyond their capacity.

If you apply now, you are not net metered
Outside the grandfathering, what you import and what you export are measured separately. Imports are billed at the residential rate and exports are credited at 9.343 cents per kWh.
The grandfathering gate shut on 31 December 2024
Retail netting survives only for systems existing on that date, or residential customers who applied by then and received a certificate of completion by 31 December 2025. It stays with the service location for 25 years from 1 January 2025.
The 9.343 cent rate is only promised through 2026
The rider says the Metered Output credit rates remain in effect through 31 December 2026, and future changes are subject to Commission approval. A twenty-year payback modeled on 9.343 cents is extrapolating past what is filed.
