The same statutory net metering applies, and the residential standby charge that Dominion customers face above 20 kW has been prohibited for Appalachian Power residential customers since 1 July 2020.
Why this is worth an afternoon
The credit is the whole return
Panels only pay for themselves if the power you overproduce at midday comes back to you after dark. That exchange is net metering, and it is what turns a roof into an asset instead of an expense.
A decade of nothing, then a third
Residential electricity barely moved between 2010 and 2020, then added about a third by 2023 across much of the country, and it has not come back down. A fixed payment against a rate that can move like that is the actual bet.
The federal credit is gone, which changes the math
The 30% federal solar credit ended for systems completed after 31 December 2025. For ten years the federal credit did most of the persuading, and what your utility paid you was a footnote. That is now reversed. With the credit gone, the rate your utility credits your exported power is very close to the whole financial case, which is exactly why we start there rather than with panels.
Backup is the part people actually feel
Panels alone shut off in an outage. Paired with a battery the house keeps running through storm season, which is usually the benefit that gets talked about over the fence.
If you are quoted a 30% federal credit, stop
If anyone quotes you a 30% federal credit on a system being installed today, they are either working from an out of date script or hoping you will not check. Ask them to put it in writing, then ask your tax preparer.
