What your installer should be telling you

Ask what your utility’s current price-to-compare is, and whether it has any pending proposal to change how exports are credited. PPL has one before the Commission.

Duquesne Light is investor owned, so 52 Pa. Code Chapter 75 (Alternative Energy Portfolio Standards Act of 2004) applies and these terms are set by the state rather than by a board that can revise them. That is the strongest position a homeowner can be in on net metering.

52 Pa. Code § 75.13 offsets consumption one for one at the full retail rate within each billing period, and the Code specifies that "full retail rate" includes generation, transmission and distribution charges.
The annual settlement is on 31 May, at a lower rate
Any surplus remaining at the end of the twelve month billing cycle is compensated at the price-to-compare, the retail price minus the distribution component. Everything you carry past your own annual usage is settled at that.
PPL has proposed moving to hourly market pricing
PPL filed a rate case proposing hourly locational marginal price crediting from the middle of 2026. If approved that is a large reduction in export value. Ask PPL directly what applies to an application filed today, and what happens to existing customers.
Pennsylvania does not license contractors at state level
There is no state contractor licence. What exists is Home Improvement Contractor registration with the Attorney General, and that register is the one to search.
Cooperatives and municipal systems are outside Chapter 75
The net metering rules bind the regulated electric distribution companies. If your provider is a co-op or a borough system, the framework above does not apply to you and its own terms do.

Do I need a battery with Duquesne Light?
Not for the economics. Duquesne Light credits exports at the retail rate, so power you send out during the day comes back at the same value after dark without storage. A battery is still worth considering for outages during hurricane season, but it is an upgrade here rather than a requirement.
