- Rate 1 Schedule RS sets a Service Charge of $25.00 a month in both seasons, and defines the minimum monthly charge as that service charge plus energy charges, Environmental Compliance Cost Recovery, the Wholesale Power Cost Adjustment, the Wallet Watch Credit, the Demand Side Management Cost Adjustment, and regulatory fees and taxes. Energy is 4.60 cents for the first 500 kWh in either season, then 7.20 and 6.45 cents in winter, or 9.00 and 10.58 cents in summer. These are among the lowest retail rates in the state, which also means solar has less to save you here than almost anywhere else. What the residential schedule does not tell you is that going solar brings a second schedule with it. Schedule DG-2, Distributed Generation Service, says a member with a generating facility “may pay a monthly” facilities charge and a “monthly administrative charge to recover incremental administrative expenses (if any)”, and it puts a dollar figure on neither. The facilities charge is defined as a percentage factor applied to the cost of the interconnection plant, covering operations, maintenance, administration, taxes, depreciation and cost of capital, and the schedule adds that it “may be modified at any time by the Cooperative”. So the real floor for a GreyStone solar member is $25.00 plus an amount only GreyStone can tell you. Get it in writing before you sign. DG-2 does state what you are paid: $0.02855 a kilowatt hour, the cooperative’s estimated average annual avoided cost, and that rate “may be adjusted at any time in the sole discretion of the Cooperative”. Note also the Georgia cap — GreyStone is only obliged to buy from distributed generation first come, first served until the total reaches 0.2 percent of its previous year’s peak demand.
