How it is set
The City Code sets the residential schedule and its floor: “The monthly minimum charge shall be the customer charge” (§ 21-226(g)). The customer charge printed in the Code is the 2018 base, $7.77, but § 21-241 raises every cost-based rate each 1 October by the rise in the Consumer Price Index, and the City’s own rate page now lists $10.29 a month for single-phase service and $36.00 for three-phase. Energy is 9.518 cents a kilowatt hour plus the energy cost recovery charge of 4.065 cents, 13.583 cents in all; Tallahassee Solar subscribers pay a fixed 5.000 cents in place of the recovery charge. Because the floor is the customer charge and net metering credits energy, a month of zero net use costs $10.29. Excess generation is credited at the retail rate and may be carried for a rolling twelve months, with no payout for credit that ages out of the window.

Three-phase from 15 kW, not 50
Above 15 kW AC the agreement requires a three-phase balanced interconnection unless the City agrees otherwise in writing. FPL only reaches that requirement at 50 kW. A system that is routine in one Florida city triggers a service change in Tallahassee, and most homes are single phase.
The ceiling is 100 kW
The residential agreement covers an array rating of up to 100 kW AC interconnected directly or indirectly to the main panel box.
A rolling window, not an annual reset
Credits may accumulate and be carried forward for a rolling twelve month period, which the agreement defines as ending in the current billing cycle and starting with the cycle that began in the same month of the prior year. There is no anniversary payout, so anything you have not used inside that moving window simply drops out of it. Note that the City’s own solar FAQ describes this more loosely, as credits that “carry over month to month, but not year to year” with a year-end set by your net metering anniversary date. The signed agreement is the document that governs, and it says rolling. If anyone tells you the balance zeroes on one date, ask them to point at the clause. Size to your own consumption either way; surplus here is not money, it is a countdown.
The disconnect has to be on the same wall
A manual, lockable, load break utility interface disconnect, located adjacent to and on the same wall as the meter, visible and accessible to City employees, labeled to the NEC version Florida has adopted, and approved by the City. That is more prescriptive than most Florida utilities and it is checked.
Two drawings, not one
The City wants a single-line electrical diagram and a site plan showing where the external disconnect will go. A diagram alone is an incomplete application.
Your credit rate comes from the City tariff
Excess energy is credited at the applicable rate in the City’s residential tariff. It is a municipal utility, so that tariff is set locally and can be revised locally.
