Battery backup is mandatory

That makes selling power to the grid close to pointless here. The entire return has to come from using your own production instead of exporting it, and after dark the only way to do that is to have stored it. That is what a battery does.
So we treat it as a requirement, not an upgrade. We will not refer you for a panels-only system in OUC territory, and you should be sceptical of anyone who quotes you one without raising storage first.

OUC is running a grace period. New solar customers still receive the full retail rate until 31 October 2026, after which the community solar rate applies. If you are in OUC territory this is the one genuinely time sensitive situation in Florida right now.
What your installer should be telling you
Confirm the current grace period status directly with OUC before you sign anything. These terms were set by board vote and can move again.
