Meter reading falling from 41926 to 41672 kilowatt hours. A 911 kilowatt hour month against 1,165 kilowatt hours produced leaves 0 kilowatt hours billed and 254 banked for next month, so the energy charge falls from $175.73 to $0.00 at 19.29 cents per kilowatt hour.

Delaware average household use, 911 kWh a month, at the current published residential price of 19.29¢ per kWh. Your utility still bills a fixed monthly customer charge that no system offsets, so this is the energy part of the bill, which is the part that goes away.

What your installer should be telling you

The rider limits a home system to 25 kW AC and to 110% of average use over the previous two years. The 2025 law removed the 110% limit from the statute, so ask which Delmarva will apply.

What Delmarva bills you anyway

In a month when your production covers everything you use, the energy charge can reach zero. This does not. It is the floor under every bill, and it is the number that decides whether a system pays for itself.

How it is set
Delmarva’s Delaware base rate case (Docket No. 25-1555) is still open, and interim rates are in effect. The interim Leaf No. 39 sets the residential Customer Charge at $14.72 a month from 9 July 2026, up from $13.50, and a second interim step takes it to $15.34 from 9 December 2026. Service Classification R says “The minimum monthly charge shall be the Customer Charge.” The Distribution System Improvement Charge was reset to 0.00% when its revenue moved into these rates. Per kilowatt hour, distribution is 5.0660 cents (5.2774 cents from 9 December), with the Green Energy Fund 0.0356, Low-Income 0.0095 and Renewable Portfolio Standard 0.5172 cents, and Standard Offer Service supply at 11.1063 cents in summer and 11.4049 cents in winter plus transmission. Final rates may differ: the Commission has not decided the case.

Full per kWh value for excess, at every utility
Delaware law credits a month’s excess in kilowatt hours, valued at the per kWh supply and delivery charges on your rate, at Delmarva Power, Delaware Electric Cooperative and the municipal utilities alike. The fixed monthly charge is paid either way.
Unused credits no longer have to expire
Until 2025 the law sent a year’s unused credits back to the utility at the end of each 12-month period. SB 175 (85 Del. Laws c. 83) carries them over instead and gives utilities until 1 December 2026 to change their billing. Both utilities’ published tariffs still describe the old forfeiture, so ask how your credits will be handled.
The 110% limit is now in the tariffs, not the law
The same law deleted the rule that a system be designed to produce no more than 110% of average use over the previous two years. Delmarva’s and the cooperative’s tariffs still contain it, so bring two years of bills, and ask how a planned electric car or heat pump will be counted.

Do I need a battery with Delmarva?
Not for the economics. Delmarva credits exports at the retail rate, so power you send out during the day comes back at the same value after dark without storage. A battery is still worth considering for outages during hurricane season, but it is an upgrade here rather than a requirement.
