Full retail rate, at every utility: Delaware has net metering at the full retail rate across Delmarva Power, Delaware Electric Cooperative and the municipal utilities. Very few states apply one arrangement to all three kinds of provider.
110% of the last twelve months is the ceiling: A system must be predicted to generate no more than 110% of your previous twelve months of electricity use. Bring the bills to the first conversation, because they set the maximum size you may install.
That ceiling is tighter than it sounds: If you are planning to add an electric car or a heat pump, your past twelve months understate your future usage. Ask how the utility treats a documented planned load increase before you size the system.
